FacebookThe Washington County Bicycle Transportation Coalition (“WashCo BTC”) is a 501(c)(3) non-profit organization whose members have been a voice for the bicycling community in Washington County, Oregon since 1998.
WashCo BTC initially was formed as a chapter of the Bicycle Transportation Alliance. In 2005, it became an independent non-profit agency to promote bicycle education, and rider empowerment while advocating bicycling interests and supporting events that encourage community participation.
The mission of the WashCo BTC is to promote bicycle transportation, protect bicyclists’ rights and improve bicycling conditions throughout Washington County, Oregon through education, advocacy and community.
Since its inception, WashCo BTC has grown from a group of activists with commitment and energy to a focused organization with members serving on project committees, advisory boards, and other forms of citizen involvement at all levels of government. In addition, WashCo BTC has provided clinics, educational events and promoted bicycling in the county.
WashCo BTC is also proud to open a community bicycle center that offers “anything bicycle” here in Washington County, where anyone can repair a bike, buy a used one, and learn how and where to ride. The center will offer classes focused on motorists and bicyclists sharing the road, pointers for the everyday commuter, and classes in advanced bicycle maintenance and handling skills. Community rides and group ride clinics for the uninitiated also will be available.
WashCo BTC Board & Staff
Members of our all-volunteer board come from diverse backgrounds and interests with a similar passion for bicycle use, safety, education and recreation. Some of have been with us since we started as the “Squeaky Wheels” formed in 1996 to rail against the poor connectivity, infrastructure and support of bicycling as viable transportation within the county.
With 13 cities, Metro, ODOT and Washington County LUT (Department of Land Use and Transportation) to contend with, this has been no small task. Here then, are the list of those currently serving to provide Education, Advocacy and Community to county residents.
Hal Ballard, WashCo BTC founder, President and current Executive Director says “It’s all about the bike”.
After a bike-less childhood, Hal discovered his ‘inner child’ while riding his son’s Huff ‘n Puffy in 1986 and hasn’t slowed down since. In the ensuing years, Hal has served on several road improvement projects throughout the county and cities within. From 1995 – 2005 he served on the Beaverton B.I.K.E. Task Force, 7 as chair. During his tenure, the task force was granted permanent status, being renamed the Beaverton Bicycle Advisory Committee. He was also instrumental in helping the city receive a bronze level “Bicycle Friendly Community” award from the League of American Bicyclists.
Certified as a League Cycling Instructor in 2000, Hal is now Coach for Region 6, which includes Alaska, Washington, Oregon and parts of IDaho and California, he has conducted 18 seminars, certifying over 200 cyclists as Instructors for the League.
In 2010, he helped secure the organization’s position with the City of Hillsboro by becoming lead partner in the city’s pursuit of Safe Routes To Schools agenda. Contact Hal at hal@washcobtc.org
Steve graduated with a B.S. from Oregon State University in 1973 and retired in 2005 from a long career as an engineer for Tektronix. Upon retirement, Steve promptly took off on a solo tour across the US.
In 2009, Steve signed on as a Volunteer Coordinator for the BTC, was certified as a League Cycling Instructor with the League of American Bicyclists, and has been deeply involved with the BTC ever since, becoming its 4th Chair in its 12 year history.
Steve and his partner, Virginia like to take self-contained, self directed bike tours and have toured in Europe, Canada, New Zealand, and the US.
From Steve: “One of the main reasons I volunteer is that I believe that we can have a very positive impact on individuals and the community by working with a local organization to promote bicycling through advocacy, education, and encouragement.
